济宁市鲁南工程研究院管理服务中心（鲁南技术产权交易中心）是隶属于市科技局的副县级全额事业单位，主要职能是：负责研究院日常管理服务工作，承担研究院科研管理和入驻团队的服务工作；发布科技成果和技术需求，提供技术产权交易服务，促进科技成果转移转化；承担技术合同认定登记有关事务工作；搭建产学研合作平台，开展国内外合作交流活动；承担市科技局交办的其它工作任务。

淮海专利技术价值评估系统是江苏淮海技术产权交易中心联合中国矿业大学共同开发的国内首套以多维度评估专利/技术绝对价值的专用系统，该系统能够在技术交易中提供第三方公允评价，为高等院校、科研院所和企业科研提供专利/技术价值评估服务，为技术作价入股提供价值参考依据，同时能够为金融机构提供知识产权质押融资提供信批依据。
该套系统开发成功后，经国家知识产权局组织的科技评价认为具有合理性和适用性，为专利技术评估提供了新的手段。
Huaihai Patent & Technology Value Evaluation System is the first set of special Evaluating system in China, jointly developed by Jiangsu Huaihai Technology Property Exchange Center and China University of Mining and Technology to evaluate the absolute value of patent / technology in multidimensional aspects. The system can provide a third-party fair evaluation in technology transactions, patent / technology value evaluation services for colleges and universities, scientific research institutes and enterprises, value reference basis for technology being priced into shares . At the same time, it can provide credit approval basis to financial institutions for intellectual property pledge financing.
After being successfully developed, the system was considered to be reasonable and applicable as a new means for the patented technology evaluation through the scientific and technological evaluation organized by the State Intellectual Property Office .
